I’m running for New Braunfels City Council District 4 because growth should come with planning, infrastructure, responsible water stewardship, and a city government that explains its decisions clearly and listens to the people who live here.

What does City Council do?
City Council decisions touch everyday life in New Braunfels. The role is local, practical, and tied to the responsibilities of city government.
- Adopts the city budget and decides how local resources are used.
- Considers land use, development, roads, drainage, utilities, public safety, parks, and other city services.
- Sets local policy within the authority granted to the city by Texas law.
- Receives public input and works with the mayor, city manager, and city staff on city priorities.

District 4 deserves thoughtful, accessible representation.
New Braunfels is growing quickly, and the decisions we make now will shape what this city feels like years from now. I want those decisions grounded in what our infrastructure can support, how we protect our water, and how growth affects the people who already call this community home.
Residents also deserve clear explanations of what the city can do, what it cannot do, and what tradeoffs come with major decisions. Representation is about listening, asking good questions, and making the process easier for people to understand.

I’m Felicia Ray Owens. My background includes human resources, training, brand marketing, entrepreneurship, community service, and local civic work. I earned an A.A.S. in Real Estate Management from San Antonio College, adding a deeper understanding of housing, property, finance, and the systems that shape how communities grow.
I also founded NBTX News, an independent local news platform covering New Braunfels, Comal County, and the surrounding Hill Country. That work keeps me close to the public meetings, infrastructure questions, and community concerns shaping our area.
I’m running because District 4 deserves a representative willing to do the homework, explain the process, and think beyond the next vote.

Water sustainability
Growth has to be considered alongside the long-term availability, reliability, and protection of our water resources.
Infrastructure before growth
Roads, drainage, utilities, sidewalks, and public safety capacity should be part of the growth conversation from the beginning.
A city people can afford to live in
Local decisions about land use, development, infrastructure, and housing options still matter, even when City Hall does not control every factor affecting affordability.
Safe, well-served neighborhoods
Public safety also includes streets, lighting, drainage, emergency access, parks, and the infrastructure people rely on every day.
Clear access to local government
Residents should be able to understand what is being decided, why it matters, and where they can participate.
Long-term decisions over short-term promises
I would rather explain tradeoffs honestly and plan carefully than make promises that sound good now and create larger problems later.
